[Editor's Note: Michael Forrest is a young man whose chronic fatigue health difficulties were alleviated by a simple electronic device called a blood electrifier in a therapeutic process known as "blood electrification". He was able to build his own blood electrifier after listening to one of the many lectures given by Dr Bob Beck during the 1990's in which Dr Beck explained to his audience exactly how the device worked and provided free schematics so individuals could build their own. After recovering his health, Michael wanted to help other people get better, so he started a small web based operation called Jaguar Enterprises and sold blood electrifiers, as well as other therapeutic bioelectric devices.

Now, Michael is the target of a Federal Trade Commission {FTC} attack to shut him down. It's an old story; a well worn script that the Feds trot out every time they want to stop the public from discovering effective, non-drug therapies that might possibly have an adverse effect on drug sales for their overlords in the pharmaceutical industry. This is apparently a coordinated effort, since another web based Canadian supplier of these devices is also being harassed by American and Canadian government officials.]

    The staff of the FTC's East Central Region is conducting an inquiry into advertising and
    promotional activities of Jaguar Enterprises products...
    The purpose of the inquiry is to determine whether Jaguar Enterprises is engaged in unfair or
    deceptive acts or practices in violation of Sections 5 and 12 of the FTC Act (15 USC 45
    and 52).
    In connection with this inquiry, we request that you submit the following materials by August
    23, 2000;
    (he requested a mountain of info and samples of each unit available from Jaguar.)

    Sir,
    In response to your letter I would like to say that I, Michael Forrest, am the meat and bones
    of Jaguar Enterprises as it is a very small company. There are no business associates or
    sister companies involved. Also I don't advertise. All the evidence of this units effectiveness
    are posted on my web site. You are investigating my company for unfair or deceptive acts.
    Please tell me what is unfair or deceptive about offering experimental equipment without
    promising any results (although successful testimonies are available to read on my web site).
    There is nothing unfair or deceptive about that. It's all up front for the perspective client to
    read and make their own decision as to whether or not they want to risk their time and
    money on this non-FDA approved treatment. I don't make any health claims. Evidence
    concerning some peoples success is not being deceptive unless it's posted in a way that
    makes it seem like the only possible outcome. I don't believe I have done that on my web
    site and if you can prove otherwise then I will gladly change the wording so that it appears
    that success against disease is only one of many possible outcomes. I am willing to work
    with you to arrive at an amiable solution that is agreeable to both of us. I await your

Aug 10th fax from Federal Trade Commission to Jaguar Enterprises:

    I am not sure what you mean when you say you don't advertise. Your site is listed with
    numerous web directories.
    ...you seem to be drawing a distinction between "information" and "advertising" that is
    misinformed. The "information" on your web site makes claims concerning the performance
    and eficacy of the products. Those claims require substantiation. You also seem to ascribe
    considerable significance to the fact that your website occassionally uses the word
    "experimental" in connection with the products. (I assume that you use this term in an
    attempt to avoid a penalty for selling these devices without FDA approval. I have no
    comment on whether this attempt will be successful.) However, the entire body of the
    information statement is what matters. Using the word "experimental" does not reduce the
    need for substantiation.
    In addition, you should be aware that when you use testimonials, consumers are entitled to
    conclude that the testimonials are representative of the experience of all users of the
    products.

    I'm sorry but I didn't know that web directory listings are "advertisements". Theres no way
    for me to know all of them. When one sends in the main page of a web site then the search
    engine spiders all through the links to make a listing of every page in its directory. As far as
    the text body of such "ads", they are pulled out of the description meta tag hidden within the
    page.

    As far as substantiating claims, I think that if people get relief from an ailment then that alone
    substantiates the claim as long as the claim doesn't state that everyone can expect to get
    relief. But if you want me to show you the results of a million dollar medical study, then
    forget it, there's no way. I'm not rich. That system of "proof" exists only for the profit of the
    super rich drug companies. I'm just a regular guy trying to help others get the same kind of
    relief that I have gotten from these alternative devices. I got rid of a virus that had made my
    life hell for 16 years, and the medical system is so far behind the times that most doctors
    don't even know that CFIDS exists let alone know how to treat it.

    Since you stated that
    "consumers are entitled to conclude that the testimonials are representative of the
    experiences of all the users"
    then would I be able to remedy this by putting a statement on every page that has a
    testimony that "testimonies are not necessarily representative of the experiences of all users
    of these products"? If not, then how?

    I had emailed many of my customers with a request to supply me with reports to help
    substantiate my "claims" and I also informed them that Jaguar Ent was being investigated by
    the FTC. Here are the responses I received. My question to you is, are you in this just to try
    to bust my buns, or are you in this to help me figure out how to present my products as fairly
    as possible?

    Black Box testimony:
    Dear Michael Forrest,
    I believe that I have had healing from using blood electrification. For longer than one year I
    had a sore in my nose that would not heal. At first, I did not recognize that it was a problem
    because I thought my nose was just running and constantly irritated. Finally I realized that
    the sore was oozing a thick liquid, forming a scab and then lifting the scab with more oozing
    of the liquid. I tried using your device and worked up to an hour a day quickly. I then had
    trouble with elimination through the colon and felt sick. This was encouraging in that it could
    be explained by die-off of an infection or other problem such as cancer. I waited awhile and
    used the device again. Again I had trouble with elimination through the colon. Then I
    worked with herbs to get my colon functioning better and and upped my daily water intake.
    I then used the device for just 15 minutes a day. The sore completely went away. I am a
    mature adult and take full responsibility for my own health. If your device had not given me
    the results it did, I would have sought whatever professional medical assistance seemed
    appropriate to me.

    In 1999 I purchased a Rife Frequency Generator from Jaguar Enterprises. I purchased it
    with the understanding that it was an experimental device and that no specific cures or
    specific results were guaranteed. I had already learned from other internet sites (not from the
    Jaguar Enterprises internet site) that some people had reported miracle cures from using
    similar devices and praying to God. I started using the Rife Frequency Generator, using the
    procedures and the frequencies which I obtained from various internet sites (not from the
    Jaguar Enterprises internet site). I also continued to pray to God. Within six months, three
    lesions on my forehead, which my dermatologist had called "pre cancerous growths," had
    completely disappeared without any conventional medical treatment. It is my belief that this
    cure was a direct result of the combination of using the Rife Frequency Generator and
    praying to God. I request that the US Government take no action that would affect my right
    to use the health devices of my choice or pray to the God of my choice.

    Beck-Rife#2 testimony:
    I have been experimenting with the Rife Black-Box with the candida frequency for two
    years. The results have been identical to those I've experienced by taking the drug Nystatin.
    During the ten years I've been treated for candida, I've tried everything that my doctor has
    recommended. Only three treatments have produced any noticeable results. The Rife
    Black-Box is one of them. I strongly recommend that this product continue to be made
    available. I have at no time seen or heard any false claims by Jaguar Enterprises or any of its

    I'm so sorry you are having trouble with the drug/Doc/gov cartel. It's so frustrating to find
    something that helps so much and then have the gov, which we support with our taxes, try
    and take it away! As I told you some weeks back, right after I got the multi-pulser from you
    I used it one night for about 10 minutes on an oozing sore on the back of my head; it was a
    sore that no other treatment had had any effect on. Well, when I got up the next morning it

    Although I have only been using the black box since March it has made a profound
    difference in my overall energy level. I have SLE and I am convinced that using the box
    regularly has lessened the load on my immune system I also have experienced relief from
    chronic sinusitis. Whereas I used to use two boxes of OTC sinus medication per month I
    have only used 1 single dose in two months. Plus, I know I'm treating the cause and not
    merely masking symptoms. Another thing I am used to being plagued with is cystitis. I
    haven't experienced this since April. I have remained antibiotic free since I began using the

    I feel strongly that you are defrauding no one. I've been defrauded three times by a
    company called Damark for bogus membership services which I never ordered nor
    received. Do a search on the internet for Damark and you'll find numerous sites telling of
    people being robbed by Damark. Damark admits to $138 million annually in revenue from
    what are mostly unauthorized charges to its customer's credit cards. Yet the Federal Trade
    Commission does nothing to stop them. Meanwhile the FTC has time to take action against
    Jaguar because Jaguar may be helping people to get well. If the FTC really wanted to
    protect consumers, they would go after Damark. The FTC is one more Federal agency
    dedicated to protecting the Hell's Care industry. What do I mean by that? Look up
    caduceus in a 25 year old dictionary and you'll find that the symbol used by the American
    Medical Association for more than 140 years is the symbol of the anti-Christ, the one who
    takes the souls of the dead to Haedes or Hell. The caduceus is also the symbol of the Greek
    and Roman god of pickpockets and thieves. Hmmmm?
    The FTC may take the position that you are preying on desperate people. If so, they are
    wrong. True, I am desperate. So desperate that dentists and doctors have made many
    thousands of dollars for examining and suggesting a few worthless treatments without
    providing any help at all. Is the FTC going to do anything about all the money paid to those
    "Orthodox" dentists and doctors who failed to help me in the slightest? NO. I went to see a
    Neurologist. He talked to me for ten minutes. He couldn't help me but for many thousands
    of dollars, he offered to do a procedure that he admitted left 10 out of 100 of his patients
    damaged, paralyzed on once side of their faces and drooling uncontrollably out of that side
    of their mouths. I was outraged and angered. Yet my insurance company paid him $200 for
    his 10 minute talk. And they told me there was no way that I could reverse the $200
    payment or tell them about the Neurologist so that they wouldn't pay him in the future. They
    are not concerned with crooks so long as the money goes to "Orthodox" crooks and there
    is no possibility of actually helping a patient to get well.

    That is nonsense.
    Basically that's the established group (the current medicine in control) wants to kill off
    alternatives so that they can keep all the business and make huge profits for themself. They
    want to kill things simple, with low cost. Any money goes to alternatives will reduce their
    profits. An organization will definitely fight for their profits. The established medicine controls
    everything, including the expert opinions in the court, not to mention many others... Note
    that the charges has an OR in there. You can get away with "unfair...", but not easy for that
    part: "practices in violations.....". Will write to you more. Don't feel bad.. Be positive..

    I just received your e-mail about the FTC investigation of Jaguar Enterprises. I don't know
    how versed you are in the law, so I am enclosing a web-site where you can read a brief
    overview of the FTC's investigative and law enforcement authority:

    In particular, pay attention to the definition of "unfair and deceptive acts". Unless someone
    has filed a suit against Jaguar alleging personal injury from one of the devices, I suspect that
    the "FTC" is trying to intimidate your company. Proceeding on the latter premise, I am also
    enclosing a free legal web-site.

    The FTC is acting under authority of Title 15, Chapter 2, Subchapter 1, Section 45. You
    should visit this area of law and peruse some of the subsections. In particular, you might be
    very interested in Section 45, subsection "n", which I reproduce here for your convenience:

    (n) Standard of proof; public policy consideration The Commission shall have no authority
    under this section or section 57a of this title to declare unlawful an act or practice on the
    grounds that such act or practice is unfair unless the act or practice causes or is likely to
    cause substantial injury to consumers which is not reasonably avoidable by consumers
    themselves and not outweighed by countervailing benefits to consumers or to competition. In
    determining whether an act or practice is unfair, the Commission may consider established
    public policies as evidence to be considered with all other evidence. Such public policy
    considerations may not serve as a primary basis for such determination." My reasoning for
    purchasing your device was not to effect some type of cure, but the device was purchased
    as an experimental device that may have benefit in the amelioration of the human condition. I
    deem it of great importance that companies such as yours construct quality instruments,
    which facilitate the safe exploration and research of areas of interest to citizens such as
    myself. Thank you for your product.

Jaguars formal response to FTC's access letter:

    1. Legal name of company is "Jaguar Enterprises of Santa Ana". Address is 1601 NW 97th
    Ave SJO-1469, Miami FL 33102-5216. Michael Forrest is the sole owner and officer.
    We're not incorporated. There are no parent companies.

    2. device identities:
    Black Box: basic blood electrification unit that can output Beck's 4 hz (hertz) or our
    transfection-free 100 hz. Either frequency has the option of being a square wave or a
    modified square wave (for more comfort). Any combination is capable of deactivating any
    and all microbes in the blood.

    Magnetic Pulser: this unit sends a magnetic 'pulse' into the body every 6 seconds which
    creates electric currents (for a fraction of a second) in the tissues which deactivates
    microbes (when pulsed at least 50 times) and causes the lymph fluid to circulate.

    Magnetic Multi-Pulser: similar to the regular Pulser but instead of one pulse every 6
    seconds, every second it outputs a sequence of 10 rapidly alternating polarity pulses (at
    5000 cycles-per-second). It has proven better against herpes and cancer and localized
    infections, but for all other infections the regular Pulser is recommended since the
    Multi-Pulser doesn't force any lymph movement.

    Beck-Rife #2: a Black Box with selectable output of 4, 464, and 2720 hz. 464 hz is the Rife
    anti-yeast/mold frequency. 2720 hz is a frequency that helps stimulate healing of the
    intestines damaged by years of yeast infections. 4 hz is for blood electrification

    Portable Rife Frequency Generator: Rife unit + Beck blood electrifier. A complete dual
    purpose unit that allows user selectable (3-30,ooo hz) Rife frequencies to be output and
    applied to the body for combatting any disease and enhancing different glands and organs.
    Also it is a variable frequency Beck type blood electrification unit (with square wave output
    only).

    Computerized Rife Frequency Generators: PC-Rife#1 + #2 + #3 are versions that need a
    computer to generate user selectable frequencies for Rife treatments. With #1 and #2, any
    series of frequencies can be stored in the computers memory for later recall and automatic
    application which makes it less time consuming to use.

    Colloidal Silver Maker Add-On: a low cost device that plugs into a Black Box or
    Beck-Rife#2 or Rife unit and enables the user to create 5ppm colloidal silver solution in
    distilled water for the purpose of enhancing immunity against colds and such, and to directly
    kill any microbes in the gastro-intestinal tract.

Miracle herbs: an anti-cancer herbal ointment which can be used topically or internally.

3. No one supplies Jaguar anything. We make everything.

4. I have no distributors.

    5. I have not engaged in any advertising other than submitting my principal web page to each
    of the major search engines. I don't have any promotional material since I put everything on
    the web site and ask all enquirers to go there to find the information they are seeking.

    6. I can't provide annual sales figures or individual sales figures since I just "do my best, and
    hang the rest". I haven't taken the time to count my money. I don't have any idea other than
    a wild geuss. I don't do accounting. I'm already like a chicken running around without its
    head trying to keep up with all I do already. I trust God to provide me with enough.
    Counting it won't change it.

7. A circuit diagram of each of my products has no bearing whatsoever on whether or not I
have been involved in unfair trade practices so therefore I won't provide them.
