George Soros has recouped some of his recent NASDAQ losses, and is poised to gain even more thanks to an orchestrated “crisis” precipitated by the New World Order’s puppet candidate for president of Peru, Alejandro Toledo Manrique. Soros, the canny speculator, has profited from the fall in the last three days of the Peruvian monetary unit, the Sol, as well as a decline in Peruvian “Brady” bonds provoked by Toledo Manrique’s abrupt withdrawal from participation in the Peruvian runoff election. Soros’ first adventure in Peruvian currency was successful in Wall Street style 'shorting' during the crash of the Peruvian economy under the Garcia Perez regime in 1988-90, when Toledo Manrique was a Peruvian economic advisor. This was followed by a 'gain' reported to be as much as $500,000,000 when the Peruvian economy improved under President Fujimori in 1993. These profits set the stage for Soros' later manipulative attacks on Indonesia and Thailand, aided by IMF and World Bank interference. Peruvian currency and derivatives lost their allure to Soros due to the stabilization measures taken by Fujimori (which is examplified by the total lack of volatility in this money during the past six months), which led to Soros relying on investment experts who put his funds and personal wealth into equities, particularly high-tech stocks. As the NASDAQ index fell, Soros felt increasingly ill at ease until, after an April 18 panic meeting with his top people, he decided to return to familiar and more comfortable ground - plays on Peru. He quickly arranged a US tour of NWO groups in Washington and New York for Toledo Manrique, capped by a private dinner on April 27 between himself and Toledo Manrique, with Toledo Manrique’s exwife Eliane Karp, former executive of World Bank, USAID, Banco Sudameris (France) and one of the largest banks in Israel. At this meeting it was agreed that Toledo Manrique would receive the financing necessary to defeat Fujimori while Karp would keep Soros advised in advance of Toledo Manrique’s plans and activities. After concluding this deal. Soros was able to accept the resignations of his top executives and return to his old games. Besides receiving inside information to aid his speculative activities, Soros also wanted to further another dream that had been frustrated by Fujimori: legalization of cocaine and the return of Peru as a drug-producing country. For long-time buddy, Diego Garcia Sayan, this was not the first arrangement with Soros, was also enlisted early on as a vice-presidential candidate to Toledo Manrique. Garcia Sayan has long been associated with Soros in an effort to legalize drugs, having endorsed Soros’ “Open letter to Kofi Annan” of June 1, 1998 (along with Congresswoman Anel Townsend). In addition Garcia Sayan has provided support to NORML, Drug Sense, and other similar groups, along with participation in Human Rights Watch, an organization founded and funded by Gerorge Soros. . Among his many trips to the US, Sayan has found time to address the Human Rights Commission of the US Congress on June 30, 1999 advocating the release of convicted Shining Path and MTRA terrorists, including and specifically- Lori Berenson. Toledo Manrique’s Peruvian runoff election withdrawal, predicted by this correspondent, was caused by a horrendous week on the campaign trail. On May 15, despite Toledo Manrique’s claim of fraud, all of international observers issued reports indicating that, in fact, there had been no fraud and that “conditions for the runoff election had substantially improved ”. The NWO Carter Center subsidiary, Transparency, which has clearly demonstrated a bias in favor of Toledo Manrique, despite Toledo Manrique's assundry and rediculous claims, had ordered district managers to find 'irregularities' by the government or 'else' receive no further funding. In addition their claim of 400,000 dead people voting was based on a projection from “Take a list of voters and call the municipality, asking if they know so-and-so. If they don’t, mark him as ‘dead’.” (Northern Peru Director Alonso Losano). The scandal caused the British Embassy in Lima to cut off funding for Transparency, which loss was soon made up by contributions from the diamond monopoly in Amsterdam and the gnomes of Zurich in the amount of $200,000 through their respective governments. Since September Transparency has received over $2,500,000 It was also established clearly that, rather than having been an economics
professor at Harvard University, which he had claimed, Toledo Manrique
had taken a six-month course Studies (with his $15,000 tuition provided
by a Colombian group) at the Harvard Institute of International headed
by Jeffrey Sachs, whose philosophy was that Latin American countries can
progress only by taken full advantage of their natural resources –including
drugs if need be. This “Institute” was closed by the US Department of Justice
in 1999. More questions were raised regarding Toledo Manrique’s receiving
over $2,000,000 from Carlos Manrique’s failed CLAE savings plan, described
in a 1994 report as “a front for laundering hundreds of millions of dollars
in drug money.” And people began to remember the vote fraud perpetrated
by Toledo Manrique in 1997 for Peru’s municipal elections, involving forgery
of hundreds of thousands of signatures.
President Fujimori took to the campaign trail on Tuesday May 16, and was greeted in various locations by crowds in the tens of thousands, all joyously celebrating and dancing “The Rhythm of the Chinaman” (Fujimori’s campaign song). Instead of the gloom and doom vulgar harangues of Toledo Manrique (“Fraud! Fraud!”—“Get rid of the god damned SUNAT!”[tax agency]—“My people want fucking work”), they were able to hear about ideas and programs. The final blow was a secret poll revealed to Toledo Manrique on Wednesday morning, May 17. While we are prevented by Peruvian Election Law from giving specific results or the name of the polling agency, it has been confirmed by Toledo supporter Anel Townsend that the poll showed Fujimori with a twenty- percent lead over Toledo Manrique, and increasing fast. Emergency measures were called for. A meeting was held among Toledo Manrique’s inside circle where it was decided that there must be an immediate withdrawal, rather than risk the obvious impending loss. While Karp informed Soros, Toledo Manrique set up a meeting with the head of the OAS observation group, Eduardo Stein. Up to this point, despite favors owed to Diego Garcia Sayan and others, Stein had acted in a relatively impartial manner. In his previous position as Guatemala’s Foreign Minister, Stein had been the beneficiary of an exemplary UN Human Rights Report (glossing over the multitude of murders and other abuses) written Feb. 13, 1998 by –guess who? —Diego Garcia Sayan. This was extremely helpful in setting up Stein’s trip to Washington March 5-18, 1999 to meet with congressional leaders to promote Guatemala’s participation in NAFTA and ensure Clinton’s prompt visit to Guatemala. In any event, on May 18 Ambassador Stein did a 180º. Whereas he had previously been optimistic and laudatory regarding the upcoming elections, now he insisted that the new software (created at the insistence and under the recommendations and supervision of the various international observer groups) to be implemented required at least three weeks to be fully audited. On cue, Toledo Manrique called a press conference and announced that he would not participate in the election unless the date were changed. Later that night at a rally in the center of Lima, where the majority of banners in evidence were for Garcia Perez’ APRA or the Peruvian Communist Party, Toledo Manrique called on his supporters to rise up and take to the streets! "We will have no more of Fujimori...I want to call on the armed forces of Peru...do not betray the will of the people of Peru.” Toledo Manrique indicated on April 11 that he had had conversations “with the high command of the armed forces.” Since then, he has added as advisors, members of the Velasco military government, which took power in 1969, such as Carlos “Little Goebbels” Flores, a “social psychologist”, and Sinesio Lopez. Also joining the Toledo Manrique team is none other than former General Fransisco Morales Bermudez, the last military dictator of Peru, forced to quit in 1980. Toledo Manrique has also indicated that he has the support of at least eight foreign countries “including two in Asia and two in Latin America” (interview in El Comercio on May 21). If Fujimori wins the election, it doesn’t matter because “I will be President within six months, one way or another.” Only speculators profit from such talk. Toledo Manrique’s call to “rise up” naturally has led to sporadic outbreaks
of violence, typically with a band of about fifty teen-aged thugs throwing
rocks and beating Fujimori supporters and reporters with poles. The latest
such incident by Toledo fans in Arequipa on May 22 included attempts to
burn people and buildings and throwing stones at President Fujimori. Four
youths were arrested.
Instead of air cover he received a communiqué from the State Department “deploring” his action. Furious, he proceeded for another meeting with US Ambassador John Hamilton who informed him that they were upset because they had not been informed. Madeline Albright stated that she was “depressed” by the situation. Peruvian Congressman Luis Delgado Aparicio lamented for her “How is it possible that in a developed country like the United States, they don’t have Prozac?” The US Department of State, through the local embassy and US AID, also sponsored and financed a “Democracy Fair” on May 20-21, where visitors were offered prizes for throwing darts at a picture of Fujimori, and where large amounts of recently-printed anti-Fujimori materials were distributed. Transparency, while he himself is heading to Venezuela to impartially
help out candidate Cardenas, who is also behind in the polls.
