CBC News A proposed law that could see parents charged for spanking their children is heading to the House of Commons after clearing a major hurdle in the Senate.The bill, supported by the Liberal majority, quietly passed third reading in the Senate on Tuesday night despite Conservative objections to the legislation. The vote count was not recorded.

Bill S-209, which needs House approval to be made into law, proposes to eliminate Section 43 of Canada's Criminal Code, which allows parents, teachers and caregivers to use reasonable force to discipline a child and correct their behaviour.

Liberal Senator Céline Hervieux-Payette (hervic@sen.parl.gc.ca  tel. +16139478008 ) first introduced the bill in December 2004, shortly after the Supreme Court denied a challenge to Section 43 and upheld the right of adults to physically discipline children between the ages of two and 12.

Dion's support expected
Hervieux-Payette said she believes she will get the support of Liberal Leader Stéphane Dion in the House, although the ruling Conservatives have voiced concern over the bill. Hervieux-Payette said if the House does not pass her legislation, she will simply keep reintroducing it.

"It is to send a signal, so that people who use violence in a repeated way will no longer feel protected," she said, according to Canwest News Service. "It is not to arrest everyone who gives their child a tap on the arm."

The Senate mulled over the bill for more than three years, as the Canadian Bar Association and the Canadian Council of Criminal Defence Lawyers spoke out against it. In response to concerns, the bill was amended to allow parents and caregivers to use force in very specific situations — such as when a caregiver wants to immediately stop a child who is about to do something dangerous that could cause serious harm.

Routine discipline and using spanking as premeditated punishment wouldn't be allowed.

"No corporal punishment would be allowed, either by an educator, the mother, the father or someone acting for them," Hervieux-Payette said.

I had grappled with which subject to tackle here: FREE SPEECH or SOCIALISM/COMMUNISM? (( they're intrinsically related, though, because it is the latter destroying the former in every Western democracy, as the latter cannot advance so long as the former is honored and sustained )).

While I'm far more concerned about your exceptions to free speech ("hateful" and "violent" speech) - because defense of those exceptions masks an unfolding tyranny in the West - I wish to challenge you on the question of what's destroying Western civilization.

You disagree that socialism/ communism is destroying the West?--which is, as you claim, just "maturing"?

I had mentioned "Land Fit for Criminals" (( here's an excellent review of that book )): http://www.city-journal.org/html/16_3_oh_to_be.html .

What the author failed to do, because he'd never have been published, is to explain that Fabian Society leftists had purposely put in place liberal, civilization-wrecking policies, to undermine good social order (( the same application had occurred in the U.S. in the 1960s, and thereafter, by Fabian
Society leftists, operating out of New York City's Jewish community )).

There exists no other ideology impacting the West as badly, and terminally, as socialism/communism is.

So very few know that the West is being destroyed by socialism/communism (( aka PROGRESSIVISM or LIBERALISM )).

Leftism's propaganda has successfully blinded us to what's been afoot these past 70 years, as Fabian Society leftists had (( and still have )) control of both news and entertainment venues ((radio, TV, Hollywood and publishing)), as well as public education.

And the ARCHITECTS, Marxists, are using a play book they had developed in Bolshevik- infected Russia.

For example, here are excerpts from a communist document detailing how to undermine Western capitalist societies--excerpts from documents captured by Western allies in Dusseldorf, Germany, in 1919, one of which reads as follows:

"Communist Rules for Revolution".

Read these rules and compare each one to the social/cultural/racial/sexual/political/financial transformations of American civilization durin the past seven decades (( and of every other Western democracy; particularly GB )):

"Corrupt the young; get them away from religion. Get them interested in sex. Make them superficial; destroy their ruggedness".

"Get control of all means of publicity, there by, "

"1) get people's minds off their government by focusing their attention on athletics, sexy books and plays and other trivialities. "

"2) Divide the people's faith in their natural leaders by holding the latter up to contempt and ridicule.

"3) Always preach true democracy, but seize power as fast and as ruthlessly as possible.

"4) By encouraging government extravagance, destroy its credit, produce fear of inflation with rising prices and general discontent.

"5) Promote unnecessary strikes in vital industries, encourage civil disorder and foster a lenient and soft attitude on the part of the government toward such disorders.

"6) By specious argument, cause the breakdown of the old moral virtue, honesty and sobriety.

"Cause the registration of all fire arms on some pretext with a view to confiscate them, leaving the population helpless."

The last one may be advanced this summer, as the U.S. Supreme Court decides a pivotal case on the Second Amendment right to gun possession.

What has always amazed this scribbler is how in-our-face the Marxists have operated through the Southern Poverty Law Center, the World Jewish Congress, the Anti-Defamation League (ADL), the American Civil Liberties Union (ACLU) and a host of other socialist/communist organizations, as if Western populations were suffering some hypnotic spell, allowing those forces to effect evil plans to supplant the West's meritorious, individualism-oriented, democracy- directed societies for COLLECTIVIST, TOTALITARIAN ones.

Anyway, I've scribbled 1,000-plus essays on the subject, over thirty years, and see no way to halt the West's decline and impending death at the hands of UNIVERSALIST UTOPIANS [[ aka MASS MURDERERS playing the part of equality-driven DO-GOODERS ]].
