"Actionable Disinformation"
Re: Rima Laibow, Albert Stubblebine, & Sounds of Silence
[Editor's Note: Since posting this e-mail received from Ralph Fucetola on Dec.24, I've been sent a number of comments and articles, posted under Comments below, which reflect on the activities of General Stubblebine both before and after his retirement from active duty with the Army. I've been sent a note from Dr Rebecca Carley that she has been doing a series of expose radio shows about General Stubblebine, Rima Laibow, and their NSF organiztion on the Republic Broadcasting Network (RBN) and will air the next segment of this expose on Saturday, Dec. 27, 2008 at 3 PM Eastern time at this link: http://www.republicbroadcasting.org

Dear Ken,
The Natural Solutions Foundation, and its Trustees, Council Ralph Fucetola,
JD, Rima E. Laibow, MD and Maj. Gen. Albert N. Stubblebine III (US Army, Ret.)
are shocked and disappointed over the publication of baseless attacks on us
which have no substantiation and which are, in themselves, actionable as libel
and slander. We know your site as a friend of truth and believe that the
decision to publish these lurid and unfounded assertions and groundless
accusations was an unfortunate mistake.
Our Foundation, and we personally, have been, and continue to be, damaged by
this publication and we would request that you take the following actions to
help make sure that we are not further damaged through the continued
publication of allegations based on nothing but malice or worse:
1. Please remove any negative articles, allegations or other groundless,
actionable material from your site. Although damage has been done, removing
the article or entry may help to limit that damage.
2. Please post a notice that you have been informed that the charges in this
material are both baseless and actionable and have removed it for that reason.
3. Please post the attached Response Letter with the included links to, or a
scroll-down capability to, our full explanatory Health Freedom Blog entry in
its entirety. This would help set the record straight since none - that is
correct, NONE - of these charges is based in reality.
4. Please let me know when this has been done.
The Foundation and I look forward to counting you as a friend of truth and
health freedom and look forward to getting past this round of attacks. It is
our experience that these attacks occur when our information and actions are
right on target and this time, in fact, follow hard on the heels of our fresh
attack on the FDA's latest effort to remove dietary supplements, this time
through a totally illegal means.
We ask you to treat us fairly and to consider joining our 2009 Campaign to
Divest the FDA of its misused authority over food claims and safety. The time
has come to move forward and secure our health freedom.
I look forward to hearing that the above steps are ones you want to take and,
in fact, have taken.
Gen. Stubblebine and Dr. Laibow asked me to relay their personal regards.
Yours in health and freedom,
Ralph Fucetola, JD
Council and Trustee

The TRUTH is our Defense…
Confused About the Natural Solutions Foundation?
That's Exactly What the Other Side Wants!
There is only one defense for libel or slander: the truth. Since the recent
Internet attacks against us contain no truth, they are, by definition, both
libel and slander. Why are they happening? It is really quite simple: Your
ill health is big business (the biggest) and the other side has all the money
it needs to buy disinformation and disinformation agents. So there are agents
provocateur, people who stir up division and trouble on demand, out there
trying to attack the Natural Solutions Foundation. We are the largest and far
and away the most successful health freedom organization in the world.
And then there are what Lenin called "useful idiots", people who unwittingly
do the work of the tyrannizers. Sadly, health freedom has both in abundance.
Note: A negative can not be proven (I am NOT this, I have NOT done that), but
such accusations are made about us not because they are true, but because they
can be made to SOUND true, made to appear plausible through the Big Lie
techniques of disinformation.
We get attacked all the time, notably when we are RIGHT on target. This go
around is no exception.
If you haven't encountered the latest attacks, good. Ignore this. If you
have encountered them, ignore the attacks. Here's why:
Fact from Rima E. Laibow, MD: I am not now and have never been associated with
the CIA, Big Pharma, the US Government except as a tax payer and a citizen,
the New World Order or any of its faces, or any other force trying to control
you or me. I act as I see fit and say what I believe to be true based on the
best of my information and knowledge. Period. Natural Solutions Foundation is so effective in our opposition to the Powers That Be that a serious attempt
was apparently made on my life a year ago. We have been met with guns at the
Codex meeting to keep us under guard and away from the other attendees and
delegates. We have been threatened by representatives of the industries and
agencies whose agendas we oppose. We have been attacked directly by the
Chairman of Codex from the Podium during a Codex meeting and Dr. Barbara
Schneeman, the US Codex Representative at a recent Codex meeting actually told
members of our pro-health nations' delegates to stay away from us since we"got things wrong" and that they, the developing world, should come to HER,
instead, for answers to their questions and concerns! The members of the
developing nations' delegations came running to me roaring with laughter after
these conversations! I would say that we are pretty clearly UNcontrolled
opposition, and pretty good at it, too!
Fact from General Stubblebine: I am the Foundation's President. I retired
from Active Duty in 1984. Before that, my operational commander was the
Deputy Director of the CIA and I held all clearances of which I was aware
although I now know that there were others that I did not hold. I continued
to work as a Defense Contractor until 1992 or so and retired from that
business. At that time, I allowed ALL my security clearances to lapse and
have no more access to classified, sensitive or other restricted data than you
do. Dr. Rima has no clearances of any kind and has neither applied for any
nor been given any.
Fact from the Trustees of the Natural Solutions Foundation: We do not
individually or as an organization care if Keven Miller makes one or a
thousand films of any length. The film was commissioned to provide the center
of a public relations storm starting 6 weeks before the Codex meeting later
that year. That would have meant a release date of April 15, 2005. We were
compelled to sue him for failure to meet his contractual obligations because
the mother who mortgaged her house in order to pay for the film which the Foundation commissioned opposing the Vitamin and Mineral Guideline, slated for
ratification on July 4, 2005 requested a refund when the film was not
forthcoming as promised on April 15, 2005. Miller did not produce the film in
a timely fashion, releasing it on June 29, 2005, far too late to accomplish
its public relations goal and did not make the film for which he had been
contracted. We requested the donor’s money back. After a legal proceeding,
Miller agreed to a settlement in which he paid back the money under terms
which the settlement prevents either Miller or our side from disclosing.
Miller defaulted on those payments but the family chose not to pursue him at
this time since they felt it was throwing good money after bad.
Fact from the Trustees of the Natural Solutions Foundation: The Natural Solutions Foundation accept NO corporate sponsorship. One hundred percent of
its funding comes either from the money that General Stubblebine and Dr. Rima
put into it (our life savings and the proceeds from the sale of our lovely
home in Westchester, NY in 2007) or what private donors donate. We work for
free, take no salary, compensation, or other benefit from the Foundation and,
instead, pay for any expense shortfall with our dwindling resources. Council
Ralph Fucetola, JD devotes at least half time every month on the same basis.
Our other staff are similarly all volunteer. Where is the profit? Where is
the misuse of funds? Every penny goes into the work of the Foundation. We
provide the overhead, the office, the ink, the internet, the paper, the time
and the skill to run it. There are no salaries to drain the impact of your
donations. None.
Fact from General Stubblebine: I am NOT the illusory violent, abusive,
alcoholic, "CIA Agent" father of a multiply hospitalized paranoid
schizophrenic "activist" whose charges hit the Internet and then reverberate
to his glee and our undeserved discredit, despite the bizarre letters we, and
others have received to that effect. Nor have I ever stared a goat (or
anything else) to death, nor has he tried to do so. I did, while on active
duty, learn about the purported human capacity to do so and brought the idea
that it might be possible to Fort Bragg, home of the Special Forces, with
which I have no connection. I never heard what happened to the technology
thereafter.
Facts from General Stubblebine and Rima E. Laibow, MD:
General Stubblebine: I have never had any connection, part in, knowledge
about, or dealings with the Mind Control program. I believed, until he met
Dr. Rima in 1991, that the program had been stopped following the demand of
Congress that MK Ultra and other Mind Control programs cease immediately.
Anyone making these assertions has no idea how compartmentalization and
clearances work: the need to know determines what you know. I was in
Strategic Intelligence and had no need to know, so I was never "read into" any
Mind Control Program.
Dr. Rima: I knew that the Mind Control programs had continued because as a
psychiatrist and social activist I had been introduced to a number of people
who claimed the same events/conditioning/torture had happened to each of them.
The similarity attracted my attention and I learned a great deal about the
Mind Control programs. In fact, long before I met General Stubblebine, a
Congressional Staffer friend brought data and people to me to evaluate whether
these people had, in fact, been subjected to Mind Control techniques and asked
me if I thought the subject was worth another round of Congressional Hearings.
I was able, through this documentation, to convince the highly skeptical
General Stubblebine in 1991-2 that this program had continued after Congress
ordered it disbanded.
Fact from Rima E. Laibow, MD : I have never administered, supervised or been
associated with electroshock or electroconvulsive (ECT) therapy in any form.
I turned down a fine position with a major University hospital because I would
have been forced to either administer or supervise ECT and I am unwilling to
do that for any reason. I have spent my entire career in psychiatry and
medicine using non-drug treatments rather than drug ones. For example, when I
was asked to take over an in patient psychiatric ward for children and
adolescents in Connecticut, I took every child and teen ager in the ward off
drugs. The administration of the hospital and the insurance companies
protested vigorously, but the children got better and the horrific behaviors
and side effects (read, "brain damage" caused by the drugs) diminished
significantly.
Fact from General Stubblebine and Rima E. Laibow, MD: It makes no difference
whether General Stubblebine and I were lovers before his divorce! (DUH!) The
assertions of an angry spouse during divorce proceeding in 1994 are neither
accurate nor relevant. I would say our detractors are scraping all the way
through the bottom of the barrel and into the dirt below if this is what they
need to uses to damage us. Shame!
Fact from the Trustees of the Natural Solutions Foundation : We are not using
high pressure tactics to separate people from their money, IRAs or 401s. The
government of the United States is about to do just that and we have a
legitimate and helpful humanitarian project in Panama which can accept these
funds. The Valley of the Moon Eco(TM) Demonstration Community project, part
of our International Decade of Nutrition, is a sustainable farm, farm school, natural medical center, etc., offers people many reasons to become a part of
it. Those who are interested can learn more and decide whether or not it is
for them. Others can ignore it.
Fact from Council Ralph Fucetola, JD: I was asked by one of the attackers to
advise her in the medical board hearings which ultimately cost her medical
license in the same state in which Dr. Rima is licensed. Despite claims to
the contrary, I did not know her when she lost custody of her child. Nor did
I “abandon" her during the hearings. Once she was advised that to regain
her license she would have to seek psychiatric help she did not, to our
knowledge, retain me or another attorney to assist her and remains de-licensed
to this day.
The truth is that these detractors, whatever their mental status and their
motivation, would add much, much more to the battle for health freedom by
actually accomplishing something rather than attacking those who are
accomplishing it! If they can behave like adults, they are welcome to join
us. We have NEVER attacked anyone and will not. We will, however, take
whatever steps we need to in order to protect health freedom and our
well-deserved reputations, as we did when we sued Miller to get back the
donor's money. These false statements and innuendos must cease and desist.
Had enough of this? Good. let's move on. You can join with us by going to
www.HealthFreedomUSA.org and joining our Health Freedom Action eAlert mailing
list.

Hi Ken,
Just noted that Rima Laibow and company demanded equal time... sounds like the kettle calling the pot black... Her husband, General Stubblebine is associated with Col. John Alexander, Ret. and Col. Michael Acquino, Ret. in a company called PsychTech or PsiTech... A review of the various web sites shows all of them involved innon-lethal weapons and mind-control, both during their military careers and subsequently.[Archived here:http://archive.is/DCOaz]
Victoria Lacas is the wife of Col. John Alexander - see article below... If you goggle Stubblebine/Alexander/Acquino or any combination thereof, it's obvious what their true agenda is. Victoria also writes a film review column in a Las Vegas publication; the column is called 'The Devil's Hammer.'

Hello Ken:
ME THINKS THEY PROTEST TOO LOUDLY!
I just finished reading the book "The Men Who Stare at Goats" by author Jon Ronson. Stubblebine and Laibow are into some very WEIRD practices, to say the least. Midnight rituals dressed in black and red cloaks during the 8 sacred dates of "WICCA" (See WICCA'S "WHEEL OF THE YEAR" for these exact dates.) Some would argue that this is a "SATANIC RITUAL" practice. Perhaps they should threaten to sue Mr. Ronson for "Libel and Slander" as well. We won't even discuss Dr. Steve Greer's allegations made in his latest book, "Hidden Truth, Forbidden Knowledge."
Perhaps General Stubblbine has hit his head too many times trying to walk through his walls. Does he think the public is STUPID?
It is amazing that they would be so upset with simply pointing out what is simply very obvious and LOGICAL. I have only quoted from their OWN WEBSITE'S POSTED INFORMATION, and from RIMA'S and BERTS Curriculum Vitae.
They are surely good at issuing threats, which is WHY I decided to dig into this subject deeper in the first place. I told RIMA earlier to "Go ahead and sue" when she took issue with my initial claims of her being an "adulteress" --- I have the best defense of all, the TRUTH from published court documents. Rima, you are wrong --- DUH! -- PEOPLE DO INDEED CARE IF YOU ENGAGED IN ADULTERY --- BECAUSE IT SHOWS YOUR ACTUAL MORAL CHARACTER! Most people would think twice in giving hard earned funds to such morally bankrupt individuals -- plain as that! The general public, I submit, should know what they are donating to!! In her convoluted response, you will notice, Laibow admits having an adulterous affair with Stubblebine, but "spins" it into being a normal state of affairs (no pun intended). Futhermore, Stubblebine is PROUD of his mind control operations while at Psy-Ops and BDM ---- which are "ABOVE TOP SECRET" of course.
I would hope that you can see through their spin doctoring, and continue to expose the "Empire".
Thanks for your integrity.

Yes, our information is certainly "actionable"...because the TRUTH will cause a reaction in the people who have been hoodwinked by these blackops minions. TRUTH FEARS NO INVESTIGATION.
I hope that you will all be listening to our continuation of this expose tomorrow (Sat, December 27, 2008) at 3 PM EST on www.republicbroadcasting.org Feel free to call in with your questions or comments; the number is 800-313-9443.
I encourage all of you to get a copy of "The Men who Stare at Goats" by Jon Ronson; I bought mine from Amazon (used) books for $2. On page 5, General Stubblebine is QUOTED as saying "Stopping the hearts of animals. BURSTING the hearts of animals. This is the idea I am coming up with".
ANY ANIMAL LOVERS OUT THERE WHO THINK THIS IS AN OUTRAGE...NOT TO MENTION THAT THE PLAN WAS TO DO THIS TO HUMANS ONCE IT HAD BEEN "PERFECTED"?
Now there is a "natural solution" from hell...

Hi Ken,
I know this is a small, even petty matter, but I was struck with the repeated use of the word "Council" whereby Ralph Fucetola, JD refers to himself.
Now, I have had no legal schooling beyond watching Perry Mason re-runs, but I would have thought the honorable lawyer would have referred to himself as "Counsel".
In the guy's defence, I could easily believe this is another case of a spell checker helping the author out in ways the author did not intend.
But the implied intimidation of a lawyer's letter is diminished -- in fact, you begin to wonder if the guy really does have a degree in law. For all the time and money spent in law school, wouldn't they generally get their own titles correct?
Former head of the U.S. Army Intelligence & Security Command (INSCOM) 1981-84 . Masters degree in chemical engineering from Columbia. Signed classified contracts with the Monroe Institute.
(Emerson, Steven, Secret Warriors, G.P. Putnam's Sons, 1988, pg 103-4).
Stubblebine often met with Noriega while he was a US intelligence asset. (Emerson, 1988, pg 110-1)
Soon after becoming head of INSCOM, Stubblebbine began a program called the "High Performance Task Force", a series of methods to improve his officer's performance. These ranged from the neuro-linquistic programming of Tony Robbins to the hemisynch tapes of the Monroe Institute, where Stubblebine often sent his officers. (Schnabel, Jim, Remote Viewers: The Secret History of America's Psychic Spies, Dell, 1997, pg 276)
The "spoon-bending parties" were initiated by a west coast defence industry consultant, Jack Houck. (Schnabel, 1997, pg 278)
Following an incident involving an officer having a psychotic episode at the Monroe Institute, Stubblebine resigned in 1984. He was replaced by Major General Harry Soyster. (Schnabel, 1997, pg 316)
"Formerly Vice President for 'Intelligence Systems' of BDM of McClean, Virginia." As of 1992, Chairman of PSI-TECH.
"Laibow, Stubblebine and ufologist Victoria Lacas (with [C.B. Scott] Jones in the shadows) toured Europe and the Soviet Union, where they have established a prodigious UFO/Psi network."
(Durant, Robert J., "Will the Real Scott Jones Please Stand Up?")
Stubblebine gave a lecture at the International Symposium on UFO Research, sponsored by the International Association for New Science, in Denver, Colorado (May 22-25, 1992). This gives a good example of Stubblebine's coherence (or lack there of) and paranoia (he often threatened to destroy the tape). Stubblebine claimed that none of the members of the remote viewing program had prior psychic abilities or interests (all other sources state that they did).

Chapter Six: CIA CULTS
[snip]
Remote viewing programs were publicly touted as an attempt to spy on the USSR using psychic powers to find hidden Russian bases and gather intelligence information. The military intelligence personalities involved in remote viewing often have ties to development programs for microwave and radio frequency radiation weapons designed to influence the central nervous system, referred to collectively as psychotronics. They often have ties to religious cults as well. Remote viewing began with Operation Scanate and Grill Flame run by the NSA and INSCOM at Fort Meade under such personalities as Lt. Col. Thomas Bearden, Albert Stubblebine, Ingo Swann, Kieth Herrary, Ed Dames, Harold Puthoff, Russell Targ, Paul Smith, and others. Operation Scanate leader Thomas Bearden went on to lead the American Psychotronics Association. Project Grill Flame leaders Ed Dames, and Albert Stubblebine began PSI Tech Corporation, a private remote viewing company which holds the Smirnov patent for a psychotronic weapon. Remote viewers Puthoff, Herrary and Dames have counseled the traumatized victims of death cults and mass shootings such as the Jonestown mass deaths and the Columbine shootings even though they are not councilors, but physicists and military intelligence officers by training. Dr. Harold Puthoff exemplifies the contradiction. He is a former NSA officer who developed the pulse microwave laser, a remote viewer, and a high level Scientologist who likes to council traumatized victims of cults.
The concept of remote viewing is being used as a cover, a psychological warfare operation, in order to screen the development of psychotronic weapons and conduct MKULTRA operations. The same people involved in remote viewing programs for the NSA and INSCOM at Ft Meade and PSI Tech Corporation, are also closely tied to psychotronic weapons development and religious cults that use MKULTRA methodology to induce MPD. Strange threads such as, non-lethal psychotronic weapons development, remote viewing operations, and cults engaged in ritual abuse are all woven together, suggesting that MKULTRA and non-lethal psychotronic weapons development have evolved into Dr. Estabrooks infiltration operation.
General Edmund Thompson ran the second remote viewing project called Project Grill Flame at Fort Meade, home of the NSA, with oversight by the DIA. Jack Verona, a nuclear physicist and head of the DIA’s Scientific and Technical Intelligence Directorate, managed the project as well as Sleeping Beauty, dealing with the offensive use of microwave weapons. In 1981 US Army Intelligence and Security Command (INSCOM) took over the project and it was renamed Center Lane, supervised byGeneral Albert Stubblebine, who is married to psychiatrist and UFOlogist Rima Laibow. Remote viewers recruited to the program included Capt’s Ed Dames, Bill Ray, Paul Smith, all had been trained by Scientologist Ingo Swann. General Stubblebine later became chairman of the civilian remote viewing company Psi-Tech, founded by Major Ed Dames.
Following the Oliver North debacle, the Secretary of Defense officially terminated GRILL-FLAME, fearing bad publicity if the program were to become known to the public. The leading members of the project -- including Dames -- immediately relocated to the privately owned and newly formed Psi-Tech, and continue their work to this day, operating under government contract. In the course of his work, Dames was (and remains) close to many of the leading figures and proponent’s anti-personnel electromagnetic weapons, especially those that operate in the neurological field. During NBC's "The Other Side" program, Dames stated, "The U.S. Government has an electronic device which could implant thoughts in people." He refused to comment further. The program was broadcast during April 1995.
Psi-Tech was sponsoring Operation Guiding Light, that is, remote viewing classes for students of Chatfield Senior High School, the school that absorbed the Columbine students after the mass killing took place. Dr. Louis Jolyon ["Jolly"] West was responsible for medical oversight of Grill Flame, the author of the 1994 paper, “Pseudo-identity and the Treatment of Personality Changes in Victims of Captivity and Cults”. West states, “Prolonged environmental stress or life situations profoundly different from the usual, can disrupt the normally integrative functions of personality.” (Kieth pg267)
Not entirely dissimilarly therefore, the health freedom movement has recently been subjected to the increasingly bizarre claims of a real-life Major-General, a man who, rather like his counterpart in The Pirates of Penzance, claims to be an expert in all manner of things.
Major General Albert (Bert) N. Stubblebine III (U.S. Army, Retired)
Major General Albert (Bert) N. Stubblebine III (U.S. Army, Retired) graduated from The United States Military Academy (West Point) in 1952, and served in the US Army for 32 years. Starting his career as an Armor officer, he subsequently rose through the ranks to lead troops at every echelon of Army command, and held several senior posts in US Army Intelligence. His commands as a General Officer included the US Army Intelligence Center and School, the Army's Electronic Research and Development Command (ERADCOM) and the US Army Intelligence and Security Command (INSCOM). Whilst on active duty Stubblebine also redesigned the intelligence architecture of the United States Army, and restructured the Army Intelligence training curriculum. After his retirement from the Army in 1984 he served until 1990 as the Vice President for Intelligence Systems at BDM Corporation, a private defense sector contractor, and then acted as a part-time consultant to two government contractors; ERIM, and Space Applications Corporation (SAC). More recently, and along with his wife, the psychiatrist Rima Laibow, Stubblebine sits on the Board of Canadian Submarine Technologies Inc, and claims to be the designer of AEGIS, "a major Homeland Security private initiative".
Given this background, and his resulting proximity to the US Government, eyebrows began to be raised in the health freedom community in early 2005 when, along with Rima Laibow, Stubblebine launched the website of the Natural Solutions Foundation and began to promote himself as an expert on Codex Alimentarius.
However, for a man who had previously held several senior posts in US Army Intelligence, and who as such would be acutely aware of the need to ensure accuracy in the gathering of information, it quickly became apparent to experienced health freedom observers that Stubblebine either hadn't done his homework properly, or that he and Laibow were intentionally spreading inaccurate and misleading material on Codex and other related dietary supplement issues via their website and press releases. Moreover, despite repeated concerns being expressed by more experienced health freedom observers, Stubblebine and Laibow continued to disseminate this material, and pointedly ignored requests to remove it from their website.
Perhaps not surprisingly therefore, Stubblebine did not take kindly to being repeatedly exposed in this way, and subsequently confronted Paul Anthony Taylor at the July 2006 meeting of the Codex Alimentarius Commission, in Geneva. Paul's summary of this encounter follows below:
Immediately after the close of the meeting Bert Stubblebine approached me and positioned himself so that I could not easily walk away. His manner was somewhat aggressive, and at one point I had to tell him that there was no need to shout, as his raised voice and threatening manner were beginning to attract the attention of other delegates. He claimed that the subject of his anger was the Foundation's Codex meeting in Ottawa article, as well as the Miracle in Rome? and Be Wary of the Instant Experts articles that had recently been revised to include his and Rima Laibow's names. He asked me whether I wrote these articles, and I answered that the decision to name him in them was taken by the Executive Board of the Dr. Rath Health Foundation. In turn, I asked him whether he disagreed with any of the factual corrections that the Dr. Rath Health Foundation had published regarding the fictional nature of material put out by his organization, and, if so, which ones? "All of them", he answered.
Rima Laibow, speaking at Northwest Missouri State University in November 2005
By this point we had been joined by his wife, Rima Laibow, who, seemingly white with anger, proceeded to ask me some of the same questions that Bert had just asked me. I therefore told her that I had just answered these same questions to Bert, and that as such I saw no need to answer them again. Rima then proceeded to ask me "Who are the Executive Board of the Dr. Rath Health Foundation?", and I told her that the relevant names could all be found on the Foundation's website. At this they both about-turned and stormed off, and Rima muttered something whilst they were walking away to the effect that they would find that information very interesting.
The Dr. Rath Health Foundation believes that the health freedom movement now needs to ask several important questions of Stubblebine and the Natural Solutions Foundation:
Why does Stubblebine – a man who has held several senior posts in US Army Intelligence and who as such will be acutely aware of the need to ensure accuracy in the gathering of information – continue to permit the National Solutions Foundation's articles and press releases to contain numerous crucial inaccuracies, and why does he refuse to correct them?
Was it Stubblebine's intention to try to intimidate Paul Anthony Taylor at the July 2006 meeting of the Codex Alimentarius Commission in Geneva?
Is Albert Stubblebine "the very model of a modern Major-General"? We'll leave you to make up your own minds on that one, and can only but wonder what Gilbert and Sullivan might have made of him. One thing is for sure however, in that the fictional Major-General in "The Pirates of Penzance", with his "pretty taste for paradox", would probably find a man with a background in the Intelligence Community, but who can't seem to get his facts right, most interesting indeed.
Hi Ken,
It seems that other people who have been involved in the natural health field for a number of years have credibility problems with General Stubblebine's interest in our health - See below:

Open Letter to Disinformation Specialist General Albert N. Stubblebine III
From: John C. Hammell, PresidentInternational Advocates for Health Freedom <jham@iahf.com>
To: Major General Albert N. Stubblebine III, US Army (Ret) April 27, 2007
On the Natural Solutions Foundation website, you announce yourself to be a specialist on the art of disinformation- citing three different types of disinformation being used to confuse vitamin consumers and dietary supplement companies about the Codex vitamin issue regarding which you and your wife Rima Laibow purport to be experts. http://www.healthfreedomusa.org/index.php?page_id=178
How many people would ever suspect from reading this section of the Natural Solutions Foundation website that the Natural Solutions Foundation THEMSELVES would be disseminating disinformation?
While I have no quarrel with the 3 different types of disinformation that you HAVE discussed on your website, interestingly, you have OMITTED any discussion of the most INSIDIOUS TYPE of disinformation: that which comes from the most TRAITOROUS of groups: the CONTROLLED OPPOSITION GROUP...
THE FDA’S CAM GUIDANCE DOCUMENT: IS THE SKY TRULY FALLING?
OR IS THIS A SLICK ATTEMPT TO DISTRACT & MISLEAD THE PUBLIC?
On April 26th, the Natural Solutions Foundation sent out its most recent in a series of shrill announcements about the FDA Guidance Document that to date “145,541” comments had been sent to the unelected bureaucrats at the FDA. In an ongoing attempt to whip the public into a frenzy NSF claims supposed “denial of service” attacks on its website, and also claims to have “hired data entry people” to “transcribe opposition” to this CAM Guidance document so that the sky will not fall on May 1 or later if the FDA extends the comments period. (Gag me with a spoon.)
We’re supposed to believe that unelected bureaucrats at FDA who we have ZERO political leverage over actually give a damn what we think about anything, and you’re actively distracting supplement consumers from communicating with the only people who we DO have leverage over: our ELECTED officials in Congress. There are two GENUINE issues which NSF (interestingly) isn’t doing ANYTHING about:
1. The FDA’s Trilateral Cooperation Charter With Canada & Mexico:
Wherein FDA is illegally deconstructing America to harmonize our food and drug laws with Canada’s and Mexico’s as a prelude to harmonizing us to Codex.
2. S.1082- The FDA Revitalization Act- Which Creates a Pharmaceutical Company Inside FDA & Which Hands FDA Broad New Powers to Attack Dietary Supplements- The bill is scheduled to be Voted on on the Floor of the Senate on Monday April 30th http://www.lef.org/featured-articles/consumer_alert_042707.htm
General- If the 145,541 people who wasted their time and energy sending your form letter to the unelected bureaucrats at FDA regarding this Guidance document had instead signed this petition http://www.thepetitionsite.com/takeaction/373269232#body directed to ELECTED OFFICIALS in the Oversight & Investigations Subcommittee of the House Commerce committee we might actually be doing something REAL.
IAHF and Allied Groups conduct a Triage Assessment of all alleged threats currently facing us. We realize that to have a chance get an oversight hearing on FDA’s Trilateral Cooperation Charter we’ll have to overcome the flood of Pharma PAC donations pouring in to members of the Oversight & Investigations subcommittee- and the only chance we have to do that is via sheer numbers of people.
There are two possibilities here: one is that NSF has simply failed to properly surveil the terrain and so has simply not recognized where the true threats in fact are, or else NSF is intentionally attempting to distract the public.
If we’re dealing with the former, NSF will immediately change course and start working with IAHF and Allied Groups. If we’re dealing with the latter, NSF will continue to attempt to whip the public into a frenzy over a non existent issue in an attempt to distract people.
DOES FDA’s CAM GUIDANCE DOCUMENT POSE AN ACTUAL THREAT?OR IS IT BEING CYNICALLY USED BY NSF AS A DISTRACTION FROM FAR MORE REAL THREATS?
The National Health Federation was established in 1955. It is the oldest, most experienced grass roots health freedom organization in the world. Lee Bechtel, their DC lobbyist, has years of experience working directly on Capital Hill. He collaborates closely with Scott Tips, JD, NHF’s Legal Counsel, a man who has been attending all important Codex meetings since 2000 on behalf of dietary supplement consumers and who’s reports from Codex meetings can be seen here: http://www.thenhf.com/codex.html
Here is what Lee Bechtel has to say about the FDA’s Guidance Document:
Hmmmmm. Seems Natural Solutions Foundation suddenly has a HUGE credability problem. You’ve got the public all whipped up into a FRENZY and moving against a NON ISSUE, General! Is that due to sheer incompetence, or is it by DESIGN???
To excerpt from NHF’s analysis: Currently, several groups - other than the NHF - are circulating news about the "end" of dietary supplements and ability of medical professionals, State-regulated or not, to practice Complementary and Alternative medical (CAM) professions, as we currently know it to be the case.
What is being consistently lost in the issue translation in these messages is what the proposed Guidance really means, to CAM providers and consumers, the intent of the Guidance, and the federal and State medical regulatory processes in place that will not mean the "end of the world" as we know it.
The Guidance as drafted does not prevent access to CAM providers. It does not prevent the use of supplements/herbs etc. by medical professionals in their practice, with limitation, nor does or would it directly impact consumers/patients. It would not prevent the use of healthy foods in a diet recommended by a doctor.
What the Guidance does do is present current FDA thinking on how CAM fits within the current context of FDA food and drug regulation. Again, Guidance is not a regulation, nor is it a law. It confers no legal impact on the FDA or the public. Guidance specifically relates to FDA thinking on the design, production, labeling, promotion, and manufacturing of regulated products. In this case, products related to CAM medical practice. This includes FDA-regulated drugs, supplements, and potentially foods, with severe restrictions.
IS THERE A PATTERN HERE?
HAS NSF ENGAGED IN OTHER EITHER INCOMPETENT OR MISLEADING ACTIONS?
I’ll let the readers of this open letter make that determination for themselves after:
A) Examining NSF’s actions after receiving this open letter which I’m sending directly to General Stubblebine to see whether or not NSF begins to do the right thing or not after receiving it.
B) Reading this article by Paul Anthony Taylor at the Dr. Rath Health Foundation:
D) Reading the Chapter in Jon Ronson’s book The Men Who Stare at Goats titled “The General” which is about Stubblebine’s apparent sincere belief in his ability to walk through walls. You can read a review of this interesting book here:
General Stubblebine: I was prompted to send this open letter to you after reading your grandiose message titled “The First Principle of War” in which you stated:
The critical importance of defining the objective clearly The absolute necessity in staying focused on the agreed direction lest you inadvertently wander off course and find yourself in the swamp up to your arm pits in the muck and mire of confused defeat instead of on the sky line drive of Victory with a magnificent view and the world at your command."
Seems like NSF is trying to STEER US over a CLIFF by trying to make us FOCUS on NON ISSUES.
Frankly sir, I have no reason to trust the alleged “vision” of a man who sincerely believes himself to be capable of walking through his office wall and who created a military program at Fort Bragg wherein you ordered men to stare at goats wanting to see if they could make their hearts stop. http://books.guardian.co.uk/reviews/politicsphilosophyandsociety/0,6121,1355882,00.html
I remain offended that when IAHF and Allied Groups attempted to defend American Sovereignty by trying to kill the Central American Free Trade Agreement, recognizing the tie in between it and CODEX by virtue of the SPS language it contains that NSF cynically generated no less than 7 spin pieces against our message while simultaneously misinforming the public claiming that a (non existent) “Miracle” had occurred at Codex.
This lie was ably exposed in Paul Taylor’s article, cited above. If you wish to refute what he said in that article, please do so publicly.
I remain VERY offended that when IAHF and Allied Groups have been attempting to get badly needed congressional oversight on the FDA’s Trilateral Cooperation Charter and on the North American Union, NSF has done absolutely nothing to call attention to these issues.
Our country is being deconstructed, General. You swore an OATH to defend it, but you're NOT defending it. In the face of this information: http://www.stopthenorthamericanunion.com/TreasonAbounds.html and all concerns expressed above, all of your attempts to impress with talk about the German’s successful effort to breach the French perimeter by going around the Maginot Line rings very empty and hollow. At a time when our country is under clear and very obvious attack, and where Codex is clearly being ushered in via regional harmonization, you are still trying to con people into believing its possible to stop codex AT codex (while making no effort to get congressional oversight on the FDA's Trilateral cooperation charter which you distract from via a non issue.)
Codex is being forced on us via Regional Harmonization, but you’re well aware of that aren't you General?
I still have grave difficulty trusting anyone who is as much a cog in the military industrial complex as you appear to be and want to know the complete details of your being on the Board of Canadian Sub http://www.canadiansub.com/Board.html and am very curious about this AEGIS “Homeland Security” private initiative that you’re involved with? Is that the same as this effort http://www.aegiscorporate.com/ to tighten up the police state we’re living in under the guise of "protecting us" from terrorists?
Does your involvement with that have anything to do with your total silence about the threat posed by the so called “Security and Prosperity Partnership of North America” http://www.spp.gov to expand NAFTA to the point of destroying our country ostensibly in order to “protect us from terrorists”?
We have zero pull with unelected bureaucrats at the UN’s Codex Alimentarius Commission who NSF seems to think it can influence. FDA refuses to provide their internal documents re the Trilateral Cooperation Charter per the Freedom of Information Act which is forcing IAHF to file a lawsuit in Federal District Court. FDA intends to harmonize our food and drug law with Canada's and Mexico's as part of an ongoing effort to deconstruct our nation. This is a full frontal attack on DSHEA.
If we want to defend ourselves from Codex, our only chance is to defend US Sovereignty, sir. From this point Forward, if Natural Solutions Foundation continues to make no effort to do that, the reason why will become abundantly clear, and in my opinion, you will be seriously urinating on your Constitutional Oath.

Codex and Health Freedom –
Be Wary of the ‘Instant Experts’
July 2006 – There is currently a significant amount of inaccurate and misleading information circulating on the internet about Codex and other related health freedom issues, much of which would appear to have originated on the website of the so-called Natural Solutions Foundation. Whilst the Natural Solutions Foundation's Medical Director, Rima Laibow, claims to have carefully studied more than 16,000 pages of Codex documentation, the content of her articles and the nature of her proposed strategies strongly suggests otherwise. The following article may therefore help you to sort the facts from the fiction.
The Guidelines for Vitamin and Mineral Food Supplements were adopted by the Codex Alimentarius Commission in July 2005, and provide a framework for the development of global restrictions upon the manufacture and sale of dietary supplements containing vitamins and minerals. However, the Guidelines have not yet established the maximum levels of vitamins and minerals that can be contained in supplements, and nor has there been any date set for the adoption of these.
The European Union's Food Supplements Directive, on the other hand, will go into full effect in Europe on December 31, 2009, but it is a piece of European legislation and as such will primarily affect consumers living in Europe. Moreover, the Directive has not yet set the maximum levels of vitamins and minerals that can be contained in supplements sold in the European Union, and nor has there been any date set for the adoption of legislation to implement such levels.
Under the text of the Food Supplements Directive, vitamins and minerals not on the permitted ("positive") lists are prohibited from being marketed in Europe. There is an exception to this restriction however, which is when a safety dossier supporting use of the substance in question was submitted to the European Commission, the European Union's executive body, by 12 July 2005. According to the UK Food Standards Agency, industry estimates regarding the cost of producing these safety dossiers ranged from £80,000 to £250,000 per dossier.
The Codex Guidelines for Vitamin and Mineral Food Supplements, meanwhile, don't actually differentiate between natural and synthetic vitamins and minerals, and explicitly permit both to be used in the manufacture of supplements.
FACT: This is utter nonsense. Tellingly, therefore, what the Natural Solutions Foundation has seemingly not as yet publicly addressed is the specific legal mechanism via which their revisions could supposedly be utilized in place of the official Codex guidelines.
FACT: Whilst it is true that through its proposed use of risk assessment to determine safe upper levels for vitamins and minerals Codex will essentially be treating these nutrients like toxins, it has not officially reclassified them as such, and nor could it, as they occur naturally in foods and are essential for life. In fact, vitamin and mineral supplements are actually classified as foods by Codex, which is why its guidelines for these products are entitled the Guidelines for Vitamin and Mineral Food Supplements.
In short, therefore, the claim by the Natural Solutions Foundation that "Codex has officially reclassified Vitamin C and every other vitamin and mineral your body needs from the class of ‘nutrients’ to the class of ‘toxins’" is both untrue and absurd.
FACT: The Codex Alimentarius Commission holds its meetings in Geneva and Rome. It never meets in either Bonn or Paris. The Commission's subsidiary committees and task forces, however, meet in a wide variety of locations around the world, including Bonn and Paris.
Moreover, the Codex Committee on Food Hygiene has held 32 of its 37 annual meetings since 1964 in the United States, the vast majority of which have taken place in Washington D.C. Similarly, the Codex Committee on Residues of Veterinary Drugs in Foods has held 14 of its 16 meetings since 1986 in the United States, the majority of which have also taken place in Washington D.C.
This information can all be found in the Codex Procedural Manual. Was this publication included amongst the 16,000 pages of Codex documentation that Rima Laibow, the Natural Solutions Foundation's Medical Director, claims to have carefully studied, one wonders?
FACT: Dr. Rolf Grossklaus is the Chairman of the Codex Committee on Nutrition and Foods for Special Dietary Uses (CCNFSDU), not the ‘head of Codex Alimentarius’. Moreover, to the best of our knowledge he does not own any risk assessment company advising CCNFSDU or Codex on the benefit of using risk assessment to assess nutrients.
FACT: Codex meetings can indeed be dramatic at times, however the above statement is utterly false. Significantly therefore, it is apparent that the authors of the above statement, the Natural Solutions Foundation, did not even bother to attend the November 2003 Codex meeting in question. Perhaps this might have something to do with the fact that their website did not come into existence until February 2005?
However, and as we have described previously in our article ‘Miracle in Rome?’, these assertions are largely either mistaken or exaggerated.
WHO and FAO did not express "significant displeasure with the anti-health approach to nutrition taken by Codex over the past 4 decades" at this meeting. Moreover, neither did they state that "little contribution to human health had been made by Codex", or that "things would be different in the future."
As such, therefore, although it is certainly possible that Codex will participate in the implementation of the Global Strategy, it presently seems likely that this work would be carried out within the current terms of its mandate, and that as such it is likely to pay little real attention to nutrition and dietary supplements.
FICTION: A "Stunning Victory" for health freedom occurred at the May 2006 meeting of the Codex Committee on Food Labelling (CCFL) in Ottawa, Canada.
FACT: This is yet another example of the increasingly inaccurate Codex reports put out by the Natural Solutions Foundation.
For example, the Natural Solution Foundation's own Legal Counsel, Ralph Fucetola, JD attended the meeting in Ottawa, and provided a report on it to his Vitamin Lawyer contact elist. Fucetola has been practicing law, specializing in Nutrient and Alternative Health Law, since the early 1970s, and has been widely recognized as a leading attorney in the field. Significantly therefore, not only does his report omit mention of any "Stunning Victory", but it also specifically states that "Both vitamin purveyors and consumers could be the losers" and that "‘business as usual’ predominated" at the meeting. Moreover, Fucetola also describes "a coordinated attack on natural health lead by the otherwise rival US and EU delegations", and talks about "the marginalization of the Global Strategy".
Similarly, an experienced delegation from the National Health Federation was also present at the meeting. Established in 1955, the National Health Federation is no stranger to Codex issues, and to this day remains the only health-freedom organization in the world that is officially credentialed as an INGO (International Non-Governmental Organization) by the Codex Alimentarius Commission with the right to attend and speak out at its committee meetings. The National Health Federation's report on the Ottawa meeting concludes that "with anti-health-freedom delegations such as the United States and the European Commission running the show at Codex and with most other delegations blissfully uncaring or unknowledgeable about the true health benefits that optimal health and nutrition play in preventing disease and other health problems, the direction of the various Codex guidelines is still off-course".
For full details of what really happened at this meeting, we strongly recommend that you take a look at our in-depth report. As it clearly shows, not only was there no "Stunning Victory" for health freedom at this meeting, but in reality the Codex position remains blindly ignorant of the benefits of dietary supplements. As such, the Codex Alimentarius Commission's increasingly desperate attempts to protect the global markets in pharmaceuticals, artificial food additives, agricultural chemicals and genetically-modified foods will, for the time being at least, continue exactly as before.
FACT: Despite erroneous claims to the contrary by the Natural Solutions Foundation, Codex has not been directed to implement the eleven pro-health freedom principles recommended by South Africa. Not only does the official Codex report released after the meeting make no mention of any such instruction, for example, but it sums up South Africa's eleven extensive proposals in a mere 9 lines. To draw an analogy, claiming that this directs Codex to implement South Africa's principles is akin to claiming that when a politician stood up in Parliament and made a great speech his statements were a stunning victory for his policies because they were summarised in the minutes.
Moreover, the text of the WHO Global Strategy on Diet, Physical Exercise and Health makes no mention of the word "supplements" or of the terms "dietary supplements" / "food supplements". Regrettably therefore, we remain confident that whilst Codex may well participate in the implementation of the Global Strategy, it will not be encouraging the unrestricted sale of dietary supplements as recommended by South Africa.
As such, it can be seen that Codex does not restrict or eliminate most medicinal herbs, and nor does it limit the conditions which can be treated using medicinal herbs to a small number of trivial ones.
FACT: The WHO/FAO's "Diet, Nutrition and the Prevention of Chronic Diseases" publication describes how shifting dietary patterns, a decline in energy expenditure associated with a sedentary lifestyle, an ageing population – together with tobacco use and alcohol consumption – are major risk factors for noncommunicable diseases and pose an increasing challenge to public health.
However, and contrary to the claims of the Natural Solutions Foundation, this publication is mostly strongly dismissive of the relationship between dietary supplements and the prevention of disease. For example, when discussing the risk of developing cardiovascular diseases, vitamin E supplements are described as convincingly having "no relationship" to the prevention of this particular class of diseases. (Page 88). Moreover, beta-carotene supplements are even described in the publication as possibly increasing the risk of developing cardiovascular diseases. (Page 82).
Similarly, evidence that dietary elements such as vitamin E, chromium or magnesium might decrease the risk of developing diabetes is described as "insufficient" (Page 77); whilst evidence that vitamins B2, B6, folate, B12, C, D, E, calcium, zinc or selenium might decrease the risk of developing cancer is merely described as "possible/insufficient". (Page 100).
In conclusion, therefore, whilst the aforementioned WHO/FAO publication does of course have some positive things to say about nutrition in general, it would be a gross exaggeration, at best, to say that it is in favor of nutritional supplementation.
FACT: CAFTA (the Central American Free Trade Agreement) extends the North American Free Trade Agreement (NAFTA – a treaty between Canada, the United States, and Mexico) to Central America and the Dominican Republic, thus acting as a stepping-stone towards the creation of a hemispheric, harmonized trading bloc for the entire American continent.
As such, and in exactly the same way as the relatively liberal dietary supplement laws of the UK were eventually overridden by the restrictive European Union Food Supplements Directive (as a result of successive treaties that the British Government had signed with its European neighbors), CAFTA could ultimately lead to US dietary supplement regulations (i.e. DSHEA) becoming susceptible to harmonization with the more restrictive laws of countries in Central America.
FACT: FTAA (the Free Trade Area of the Americas) is undoubtedly a major health freedom threat, as it would effectively extend CAFTA into South America, thus creating a harmonized pan-American trading bloc encompassing the entire American continent. This could ultimately lead to US dietary supplement regulations becoming susceptible to harmonization with the more restrictive laws of countries in both Central and South America.
Given that South American leaders are already developing a political and economic bloc modelled on the European Union, it is becoming increasingly likely that a harmonized pan-American trading bloc encompassing the entire American continent would also utilize the European Union as its model, and incorporate similar Codex-compliant restrictions upon health freedom and freedom of choice to those that already exist in Europe.
Significantly therefore, FTAA participant countries including Antigua and Barbuda, Argentina, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico, Nicaragua, Paraguay, Peru, Suriname, United States, Uruguay and Venezuela all sent delegations to the July 2005 meeting of the Codex Alimentarius Commission in Rome, and not one of them opposed the adoption of the Guidelines for Vitamin and Mineral Food Supplements as the new global standard.
As such therefore, and in contrast to the claims of the Natural Solutions Foundation, the idea that FTAA is not a major health freedom threat is becoming increasingly difficult to understand.
FACT: No such commitment has been made by the President, and we are confident that the President's Office would deny the contents of the publicity issued by the Natural Solutions Foundation in relation to this claim.
FACT: No scan of any such African newspaper story has ever either been published on the Natural Solutions Foundation's website or sent out to its newsletter subscribers.
