Hello Ken,
I came across two clips on YouTube that talk about how back in the 50's and 60's,
the government purposely conducted secret biological weapon tests in big cities like
New York under a Project name 'Big City'. The first clip is actually from A&E and
the other looks like its from The History Channel.
These clips go to show that yes, the government can and is conducting secret tests
on the population without the population being aware, like chemtrails and anthrax
for example.
